राज्य की 243 विधानसभा सीटों पर तीन चरणों में होगा चुनाव

बिहार विधान सभा चुनाव 2020 तीन चरणों में 28 अक्टूबर, 3 और 7 नवंबर को | मतों की गिनती और परिणाम 10 नवंबर को घोषित किए जाएंगे। चुनाव आयोग ने कहा कि इस साल कोविद -19 महामारी के कारण कम चरणों में मतदान होगा ।

दूसरे चरण में 17 ज़िले के 94 विधानसभा सीटों पर 3 नवम्बर को होगा मतदान |

महामारी के बीच, नेताओं और मतदाताओं की सुरक्षा सुनिश्चित करने के लिए चुनाव प्रचार और मतदान के लिए विशेष तैयारी के साथ गाइडलाइन्स जारी किये हैं। 

  1. प्रातः 7 बजे से लेकर सायं 6 बजे तक होगा मतदान 
  1. एक बूथ पर केवल 1000 मतदाता ही करेंगे मतदान
  1. 7 लाख हैंड सैनिटाइजर और 46 लाख मास्क का होगा इस्तेमाल
  1. 6 लाख PPE किट और 6 लाख फेस शील्ड का होगा इस्तेमाल
  1. कोरोना मरीज चुनाव के अंतिम घंटे में करेंगे मतदान
  1. 80 वर्ष से ऊपर आयु, विकलांग और कोरोना पीड़ित मतदाताओं के लिए पोस्टल बैलट की भी रहेगी व्यवस्था
  1. मतदान के दौरान सभी मतदाताओं को मास्क पहनना जरूरी
  1. सभी पोलिंग बूथ पर थर्मल स्क्रीनिंग, साबुन और सैनीटाइजर की रहेगी व्यवस्था
  1. किसी भी प्रकार की मेडिकल इमरजेंसी के लिए रहेगी समुचित व्यवस्था

The Bihar Legislative Assembly Elections 2020 will be held in three phases on October 28, November 3, and 7. The counting of votes and the results will be declared on November 10. The Election Commission said the polls will be held in fewer phases this year due to the Covid-19 pandemic. In the third phase of voting, 78 Assembly constituencies in 15 districts will go to polls.

Amid the pandemic, several measures have been taken for campaigning and polling to ensure the safety of leaders and voters.

The EC has laid down various SOPs which includes following the mandatory norms by the Centre such as wearing masks and maintaining social distancing. 

1)      Only 1000 voters allowed to cast vote in 1 polling booth.

2)  46 lakh face masks and 6 lakh face shields have also been arranged for the elections.

3)     Maximum of 2 vehicles allowed by the candidate to file nomination.

4)   Mandatory to adhere to social distancing norms while campaigning, only 5 people will be allowed for door to door campaigning.

5)     Voting hours have been increased by an hour which is 7 am-6 pm.

6)     If a person is COVID 19 positive they will be allowed to cast vote in the last hour of voting.

7)     Nomination and affidavit can be filled up online and print out submitted to RO.

8)     Security deposit for the nomination can be submitted online.

9)  The interval between two sets of a convoy of vehicles should be half an hour instead of a gap of 100 meters

10)  Wearing masks during all election-related activities is mandatory

11)   All polling booths will have the facility of thermal screening, soaps, and sanitizers

12)  Large rooms and halls will be identified as polling booths so that social distancing can be maintained

13)   A maximum of 7 counting tables will be allowed inside the counting hall.

14)   The Election Commission earlier decided not to extend the postal ballot facility to voters over 65 years, citing challenges and constraints to implementing this rule.

15)   The postal ballot rule would, however, be applicable for voters over the age of 80, disabled, or those suffering from coronavirus.

16)   All physical meetings have been curtailed for election meetings and campaigns.

17)   All polling stations will have gloves, masks, sanitisers, soap, and all other medical equipment needed to deal with medical situations.

18)   All polling stations will be on the ground floor for ease of access to persons with disabilities. Transport, wheelchairs, and other provisions will also be available.

The Bihar Legislative Assembly Elections 2020 will be held in three phases on October 28, November 3, and 7. The counting of votes and the results will be declared on November 10. The Election Commission said the polls will be held in fewer phases this year due to the Covid-19 pandemic. In the first phase of voting, 71 Assembly constituencies in 16 districts will go to polls.

Amid the pandemic, several measures have been taken for campaigning and polling to ensure the safety of leaders and voters.

The EC has laid down various SOPs which includes following the mandatory norms by the Centre such as wearing masks and maintaining social distancing. 

1)      Only 1000 voters allowed to cast vote in 1 polling booth.

2)  46 lakh face masks and 6 lakh face shields have also been arranged for the elections.

3)     Maximum of 2 vehicles allowed by the candidate to file nomination.

4)   Mandatory to adhere to social distancing norms while campaigning, only 5 people will be allowed for door to door campaigning.

5)     Voting hours have been increased by an hour which is 7 am-6 pm.

6)     If a person is COVID 19 positive they will be allowed to cast vote in the last hour of voting.

7)     Nomination and affidavit can be filled up online and print out submitted to RO.

8)     Security deposit for the nomination can be submitted online.

9)  The interval between two sets of a convoy of vehicles should be half an hour instead of a gap of 100 meters

10)  Wearing masks during all election-related activities is mandatory

11)   All polling booths will have the facility of thermal screening, soaps, and sanitizers

12)  Large rooms and halls will be identified as polling booths so that social distancing can be maintained

13)   A maximum of 7 counting tables will be allowed inside the counting hall.

14)   The Election Commission earlier decided not to extend the postal ballot facility to voters over 65 years, citing challenges and constraints to implementing this rule.

15)   The postal ballot rule would, however, be applicable for voters over the age of 80, disabled, or those suffering from coronavirus.

16)   All physical meetings have been curtailed for election meetings and campaigns.

17)   All polling stations will have gloves, masks, sanitisers, soap, and all other medical equipment needed to deal with medical situations.

18)   All polling stations will be on the ground floor for ease of access to persons with disabilities. Transport, wheelchairs, and other provisions will also be available.

Lok Janshakti Party president Chirag Paswan has affirmed the news that the character of the alliance is changing in Bihar, a noticeable threat to Chief Minister Nitish Kumar as enforcement strategy achieves strength in Bihar before the Assembly elections planned for November this year. Rallies and preparations for 2020 Assembly elections have come to a halt in Bihar during COVID-19 scare and lockdown.

Bihar Assembly elections are set to be held within the state within the latter half of 2020. Under normal circumstances, by this time point, all political leaders within the state would have begun drawing up poll strategies, campaigning, and dealing and working against the clock to meet all promises made to the people.

Bihar Chief Minister Nitish Kumar had made several promises to the people of his state when he was elected to power as the Chief Minister in 2015. The deadline to meet these promises was June 2020.   • All houses within the remaining villages will have an electricity connection and acquire power within the next two years(after 2015).
  • The government will connect 17.9 million rural households and 1.6 million urban households with water pipelines.
  • There will be toilets built in every home without one which will be done by constructing 16.4 million toilets in rural areas and 0.75 million in urban areas for a complete of 17.2 million toilets within five years(from 2015).
  • Unemployment benefit for youth between 20-25 years, provide 12th standard pass students Mastercard facilities for taking a loan of up to Rs 4 lakh with a third subsidy on the charge per unit, establish a risk capital fund of Rs 500 crore to produce start-up funds to teens who want to begin manufacturing units, employment centers for 15 million youth altogether 38 districts of Bihar for basic computer education, language training, and skill development.
  • Build new medical colleges together with a nursing college in every medical college. Every district/city within the state would also get an engineering college, an Information Technology (IT) institution for girls, a poly-technic, and a para-medical institution.
  • 35% reservation for ladies in State jobs, extend the present 35% reservation for girls in police sub-inspector and constable posts.

For now, the government has decided to implement the plans and promises in rural areas while also following the Covid19 guidelines and norms. Work to fulfill the agenda mentioned above has already begun.

The elections within the state are barely 6 months away but within the present situation, all political parties are forced to cease all election-related work and political leaders have remained confined to their homes. Campaigns to succeed in dead set voters and strengthen political presence in multiple constituencies are placed on hold across all parties.
Political leaders find this case helpless as they can’t reach intent on their voters personally.
